The three departments issued a document to expand the export of used cars
The notice requires that companies with strong comprehensive competitiveness such as vehicle source integration capabilities, overseas marketing channels, and after-sales service support capabilities be supported to carry out used car export business. Establish an enterprise assessment and exit mechanism, implement annual assessment, and suspend or cancel the qualification to carry out used car export business for those who fail to perform quality assurance responsibilities, export unqualified in violation of laws and regulations, or steal, assemble, or scrap vehicles.
Export vehicles shall meet the export target market access standards. If the exporting country has no access standards, the exported vehicles shall comply with the region's used car export inspection regulations, and a qualified third-party inspection agency shall issue a product inspection report.
Regions that carry out used car export business should combine local characteristics and cultivate supporting service systems related to used car export, such as maintenance and maintenance, testing and certification, warehousing and logistics, and financial credit insurance. Support enterprises to accelerate the construction of international marketing networks, and build communication and cooperation platforms for enterprises to expand market channels. Guide enterprises to establish an after-sales service system commensurate with the export scale through self-construction, resource sharing or multi-channel cooperation, ensure the supply of after-sales parts, provide technical support for maintenance, establish a complaint handling and after-sales service quick response mechanism, and improve the professionalism of after-sales service level.
Establish an enterprise credit evaluation system, standardize business operations, and supervise enterprises to fulfill product quality responsibilities. Improve the level of facilitation in vehicle transaction registration, license application, port customs clearance, vehicle cancellation and other links, and create a good environment for the export of used cars.
14 places were selected in the third batch of lists

Before the selection of Hunchun City in Jilin Province, at the end of 2020, Changchun City's used car export pilot has been approved by the Ministry of Commerce of China. Since then, used cars in Jilin Province have successfully entered the used car markets of more than 10 countries including the United Arab Emirates, Belgium, Russia, and Kazakhstan. Since the beginning of this year, Jilin Province has exported 544 used cars with an export value of 98.28 million yuan. Among them, 467 new energy vehicles were exported, accounting for 86%, and the export value was 98.17 million yuan, accounting for 99%.
There is a market for used car exports, but there is also a shortage
Xu Haidong, deputy chief engineer of the China Association of Automobile Manufacturers, said that with the development of the entire Chinese auto market, the number of car ownership has increased, especially the speed of replacement has been relatively fast, resulting in a large number of better used cars, which are in some less developed countries. It should be said that there is a market for local sales. Based on this, the Ministry of Commerce has been piloting the export of used cars in China and expanding the scope of the corresponding pilot.
Xu Haidong said that new energy used cars are very popular in Southeast Asian countries. China's new energy vehicles have been developed for nearly 10 years, and have been updated for several generations. Some old new energy vehicles can be exported, especially some of the original vehicles used for public households and leases, which have a great market demand.
But there are deficiencies in after-sales service. Because the speed of Chinese car companies going overseas has only accelerated in the past two years, and after-sales service outlets have not spread all over the world, there will be used cars exported to certain places, but there are no service outlets and after-sales services for accessories, such as export vehicles. The big screen is still in Chinese. If consumers don’t feel good, it will actually cause some damage to the entire Chinese brand. This is the biggest problem currently facing.
Xu Haidong believes that dealers can also export the after-sales service system abroad, but this is not a long-term solution. We still have to rely on the global layout of OEMs, and have our outlets in every place, so that used cars can be exported to that place , After-sales service can be guaranteed, which is conducive to the reputation and development of the entire Chinese brand.
